The Thieves' Guild is the home of "The Claws" and located in the sewers beneath the Domed City. There are two entrances: once can be found about half way up the cliff, behind the main house at the Small Farm (roughly above the lean-to).; the second entrance is near the well inside the city. The second entrance requires a key which can be obtained from Vito, the bartender.
However, entering the location does not guarantee you membership, you also need a claw. (Katta's Claw - grants memembership - can be obtained by helping Katta)
Even though you are warned to not loot other members chests, doing so won't have any consequences. Keys can be pickpocketed and chests looted with no impact on quests or your relations with Claws.
