Opening Karsten's safe and collecting the Bundle of Outlaw Clothing will allow you to confront him about being an Outlaw and the source of chems in the Hort.
He will suggest you just pretend you didn't discover anything in return for a cut of his future profits.
If he is told to leave or the deal is taken but Shorty was killed, Karsten will attack.
